If it touches the inner ring, you get that score.
The paper stretches slightly as the bullet passes through and then springs back. Holes that appear “slightly out” may actually be “in.”
A transparent overlay with the bullet’s true size in ink, or a physical “plug” that’s (destructively) inserted in the hole can be used as scoring aids.
Finally, if the scorer and the shooter cannot agree, a jury can be requested to make the final decision.
